Housing Services

CACD offers five (5) programs in its housing portfolio. These are:

  • Eviction Foreclosure Prevention Program (EFPP)
  • Homelessness Prevention and Rapid Re-Housing Program (HPRP)
  • Housing First for Families Program (HFF)
  • Housing Mobility and Search Assistance Program (HAP)

 

  • EFPP brings together trained agency mediators with tenants and landlords to discuss eviction problems and other helpful alternatives to eviction including but not limited to negotiated agreements between tenants and landlords. During the mediation process, landlords and tenants are educated about their rights and responsibilities including the stipulation of written materials, workshops, one on one counseling sessions and assistance to tenants’ families to aid in removing barriers that have contributed to their need for EFPP services. The major qualification for EFPP is that rent or mortgage payments cannot exceed 60% of gross income. Income verification, documentation for all family members, tenancy or mortgage status and miscellaneous cost information such as other household bills are required to determine eligibility

 

  • HPRP is designed to help prevent people who are homeless or facing homelessness for the first time from becoming homeless.  The program provides temporary financial assistance and housing relocation and stabilization services to individuals and families who are homeless or would be homeless without this assistance. A client’s total income must be at or below 50 percent of the Area Median Income, and the household must be either homeless or at risk of losing its housing. Households must take part in an initial consultation and eligibility determination with a case manager or other authorized representative. Upon entering the HPRP program and every three months thereafter, program participants must undergo an eligibility determination.

 

  • Rapid re-housing assistance is targeted to persons who are homeless who need temporary assistance in order to obtain and retain housing. Most people who become homeless can exit homelessness rapidly with assistance. Mortgage costs or costs associated with mortgage refinancing are ineligible under HPRP.


Activities associated with HPRP include:


- Rental assistance of up to 18 months of either short term duration of 3 months maximum or medium term that may not exceed rental costs of 4-18 months. Up to 6 months of back rent may be paid under rental assistance and it counts against the 18 month maximum provision
- Security and utility deposits
- Utility payments if other existing security deposit and utility assistance programs are not of assistance
- Moving cost assistance for prevention with relocation or rapid re-housing
- Motel and hotel vouchers for no more than 30 days

 

  • HFF is designed to provide assistance to families in accessing relocation assistance, rental assistance and other financial resources including HPRP, rental subsidies, permanent supportive housing, public housing, cash or financial assistance and entitlements. It provides assistance in identifying housing units for families as well as developing relationships with landlords. The program collaborates with area homeless shelters, domestic violence shelters or other services that interact with homeless families to identify households in need of services. The program is a rapid housing one where the work of the HFF coordinator with the family is of maximum 60 days duration with up to 9 months of follow-up services to ensure housing stability.
  • HAP helps clients obtain rental units outside of areas of concentration of poverty. There is a focus in the search assistance process. The program also strives to increase utilization of Section 8 vouchers and RAP and T-RAP and to inform clients about the mobility counseling/search assistance program by providing pamphlets or other written or oral information to clients. The agency has the right to require clients to participate in tenant education and support services prior to receiving the housing location and search assistance services.
